Need database help

Hi! I'm entering new territory with a client. He wants his website to collect information from the user via a webform and have the information sent to a database as well as receive email notification. No payment information will need to be collected. He only wants to receive applications via the web.

It should have an easy admin panel where he can log in and easily view the information.

What I want to know is what is the best application for this? I am familiar with shopping cart software like osCommerce and Zencart, but even if I could perform a similar function with these, I think it's a bit overkill.

Is there an open source application available that will do what I need? Or is there something else out there that I should look at?
