Who develops WP plugins?

I get these sales emails for all of these plugins for sale from WSO's and such. Who writes these plugins? I mean if I had an idea for a plugin how could I get it made? i'm no programmer. I'm assuming outsource through the warriors for hire section, but going even further how do make sure someone doesn't steal your idea and make the plugin and sell it as their own?

  • Amateurs write 99% of the plugins -- most have huge security holes, broken code, etc.

    Professional codes rarely release anything. Yoast is an example of professional development.

    WSOs are usually some of the worst plugins around. I've was burnt several times, and won't buy anything here anymore. They usually have major bugs, and stop working within 6 months (if even that long). BEWARE!
