What sort of app are you wanting to build? Desktop or mobile?

Warrior Forum is now owned by Freelancer. You can post a request on there for free and set your budget etc.

Or my favourite is to do a search and see if there is anything similar out there and what price it cost to develop it. This way you can "pre-learn" your budget beforehand.

Even though I am a developer myself, there are occasions when I just do not have enough of time to do certain things, so I outsource it.
