Looking to buy links for client websites in a variety of niches

Here are the niches that I am looking to buy links at. Even if they are not exactly topically relevant let me know if they are high quality. Here is what I am looking for.

Permanent links - contextual is best,
Home page PR of 2 or more
At least 500 siteexplorer backlinks from at least 30 unique domains.
Website does not exist solely for link generation or adsense
If you are site is not contextually relevant I may still be interested in simply purchasing an anchor text link in one of your articles so that the it does not look out of place and the odds of someone clicking it are low. (I am looking to increase the number of inbound websites that link to these sites. This is why I am ok with it not being targeted anchor text, but I am not willing to pay as much for this)

I have a PR3, Alexa 130,000 +/- website, BlogBlizard.com. It is a general, but professional article directory that is growing quite fast. PM if you are interested.
