Targeting many areas? - thoughts on this strategy?

I have a client with a fairly low PR, around 3. They sale website design services, they have a good website with a fair bit of content on there which I can work from which is good.
They are requesting that I target many different areas, Frome, Bath, Yeovil etc. We all know that in a SEO POV, it's best to primarily target one location, getting a high rank in all 5-6 will be pretty difficult.
I am considering duplicating their 'Web Design' page, which includes their services, and then re-writing some of the content to target the 'Yeovil' area. Including a 3% keyword density, using the titles and permalinks to primarily focus on that area, but some of the content will remain the same. I will do this for all 6 locations.
Is this a good idea? I have seen a few other companies do it.
