How exactly do long tail keywords work?

I spent a week attempting to gather long tail keywords for a niche and found out last night those keywords I had found, and thought were decent, were in fact not. they had to much competition. So I would be forever grateful for some explanations into how these long tails work. I'll make an example.
Here is an example long tail: "Explanation of a long tail keyword".
Let's say that only 5-100 pages on the Internet have this keyword in the page url. Known by doing inurl:"Explanation of a long tail keyword".
And it has only 50,000 results when searched with just quotes.
When searched with no quotes 4 or 5 competitors show up on the front page. They are not targeting this EXACT keyphrase though. They are ranking for SOME of the keywords in my keyphrase. Will I be able to rank better than them for the exact search term?
