How will search engines treat this type of text?

I'm building a website that will have many articles displaying screenshots with clickable buttons that pop up text describing sections of the screenshot. A similar example can be found here: http://www.gcflearnfree.org/facebook101/3.3
These articles will have around 150 words of introducing the screenshot plus another 50-150 words of text in each of the 8-10 pop-ups. Therefore, the pop-up text will represent over 80% of the total page text.
I'm wondering if search engines will treat the pop-up text regularly as if it were normally part of the article, or will the fact that it's contained in a pop-up like this will devalue it in some way. I tested it by doing a site search of the exact pop-up text from the GCFLearnfree article above and it didn't list the page containing the pop-up text in the results at all. Based on that, it seems like google didn't even count the text.
Also... Any suggestions on how my developer can implement these pop-up buttons to maximize the value of the text would be greatly appreciated?
