Geolocal pages for my family construction contracting site

Attempting to grab all the bordering towns and cities with geospecific pages for our electrical business. Would it be better to get a Smithville Electrical page done first then return to split it out to a Smithville Residential Electrical and Commercial Page? Or should I try to finish one town inside and out for all terms that I can think of? Is it better to make an appearance for as many towns as possible and then refine it out or dominate one town at a time
I am trying to keep super local as I only have a handful of people and trucks working for me and don';t want to drive past 12 miles really. I only ask as my time is limited trying to work,manage, bill, collect, etc....Would you suggest town/cities with zipcodes? Does that make any better of a pull? Would a header for County above it be worth a wee bit more?
