Having lots of low quality backlinks can have a negative effect on your website’s ranking, so be selective when link building, and don’t get a link from another site just because it’s easy to do so.

Blog comments on moderated sites are no-follows. IF you comment a lot then you generate a lot of nofollow links but they wont affect you negatively. So it depends if you think that is low quality. If it's just pure worthless spam comments using anchors then you'll definitely see a drop (for most sites) but for my local tests, it takes a little longer time to get hurt by it.

According to me, If you have one backlink, which you got from a high authority website, is nothing but a high authority website is giving information to their visitors about your products or services. In such a way, if how many quality websites link your website, you will get that many backlinks, nothing but referring your website to their visitors. Your website traffic will be increased, and you will be top on SERPs.
