I'm planning on buying 10 to 15 exact match local keyword domains, some .com's and some .net's if it matters, and am questioning as to what are the best back links to rank for local keywords?

You can also post classified ads on target location based high PR websites. Content marketing like blog posting, article posting on quality websites will also help you in creating quality backlinks.

    Concentrate more on gaining gaining back links from local websites, rather than global websites and ofcourse Social bookmarking and PBN will also help you to gain back links. Spend your time more on content promotion and also promoting in social network sites will boost your rankings. Remember quality is important than quantity.
