    It is true. Citations are an occurrence of a NAP. A NAP is

    Name of business
    Address of business
    Phone number of business

    When those show up on a webpage together, that is considered a citation. The best place to get them are popular business directories like Yelp, Bing for Business, YellowPages.com, Manta, MerchantCircle, etc.

    Think of local citations as the backlinks you need to rank a normal site. Whilst you need backlinks to rank a normal non-local site, a local site requires local citations for higher visibility in Google local.

    Citations are still important but just doing citations won't get you ranking to the top of first page. I would avoid hiring people from Odesk or Fivver to perform them for you, you will end up with massive amounts of bad citations and will spend more money and time in the long run cleaning it up.
