Directory sites were the most abuse and spammed type of website back 6-8 years ago. Most site owners are not submitting their websites to general type of directory because they believe that backlink from from directories are useless.

Free and paid directories are crap for links. Free directories are worthless to own or submit your site to. Most of the paid directories that are any good are too expensive considering their current value. Sure there are some that might have value for your niche but most are just wasting their cash. You can buy much better links for the same amount.

Benefits of creating a directory = how much you plan to charge for placement.

As for submitting to directories, I wouldn't waste my time doing that. I could get much better links within the same period of time.

It's not a bad idea to create such a website. If it has a good PA and DA you can get a few bucks when people submit a web site if of course you could find such webmasters!
