Automated tools are not working anymore. Its better you go for manual link building. It may take bit time get backlinks manually but the result will sustain for long period.

You didn't specify what type of links you are planning to build. There are tools for building blackhat links (Xrumer, GSA, etc.) and tools for building whitehat links (Blogger link up, Haro, Boomerang, etc.).
