You can start with on-site page optimization. Link building without good on-site search optimization isn’t going to be as effective. Build quality content for the site. You can have blog post, infographics, Videos, Tutorials & How To Guides and Industry Articles. Creating quality content for your website can be a huge investment, but it is worth it because search engines will love it. Then you can do the link building. Create back links to authoritative websites. Lastly, promote your website to social media channels.

What are some good resources to ensure that you have quality content on your site? I know a few free sources but I'd like to hear what others use as well.

There is 3 main point that maybe important at start.

1. SEO -> you need to focus on your content first. It is really important
2. Link Building -> link your blog post or article to another internal article. Get some Tier 1 from WEB2.0 or wiki or bookmark and directory site.
3. do some guest post from another site. It can give you good link back to your site.

According me a best seo work is you create best on - page of website one time and after it you get back link from local business directory, high PR Blogs and some fresh content sharing on best articles & web 2.0 web sites with social media .

You should start with some basic reverse-engineering and see what your competitors are doing in terms of link building. The niche you've mentioned can't be lacking competitors, even if it's new, as you said. So just take the urls of some of your competitors, and google them with commas like this "http://url.com".
If this doesn't work then just stop trying to bring targeted links and focus more on value (quality content) + normal non-targeted link building.

Mainly focus on web masters tools, the more you index the more you generate the traffic and also follow the on page techniques as well as off page.

SEO is a living breathing thing that changes constantly. Content is a big one as many have said. I got into this with no idea about anything and found a lot of info you will find on the net is outdated so be sure to check dates when articles are written. For all the changes google makes I would just focus on the content, use social media etc. Each time google has changed I found my stats uptick every time. Make sure you know your niche well! If you do, and can write about it well, you will see a gradual increase as people find you.If your and affiliate/reseller, people are tempted to use autowriter programs or copy and paste that populates blogs etc. Don't do it. It may work early but google will find it and you be left with a lot to do to get traffic back. As for links, I use twitter a lot to see what is trending in a niche, and developing relationships with those who tend to be the go to's in that niche to find and get quality links, not so much quantity. Again, I am a reseller, so I also focus on selling top quality so $$ wise, I try to focus on quality and programs that retain customers, and those are usually the most sought after ones which bring in more search traffic.

Also, make sure to keep up with googles webmasters blog, and if you see flucuating stats I often just google "google algorithm" and filter search results for the newest posts and see if there is a lot of new chatter and those articles often mention recent google comments on what they may or may not be doing as far as targeting spammy sites. Often what may have worked in the past is now a no-no, even if google promoted those practices in the past.

I agree with you guys that quality content is a key factor and one needs to supplement their site/blog with fresh and relevant posts. However, I need 2 clarifications:
First, how do you link your blog post or article to another internal article?
Second, how to get backlink from local business directory?
