You can have her do link building strategy, social media and content writing. You can have back links to high PR sites. You can still do the things you listed down but just remember for quality links and ethical link building campaign.

Only Linkbuilding will be not effective for Search Engine Ranking. Create Quality Article about your Product Relevant and Share it, Practice Social Media Marketing as many as possible.

Copywriting is always a good place to start. The emphasis these days is very much on content, so get her to research what articles could be added to your sites and she can also write a few herself.

Another thing is to manage social media. I have experimented with a few sites now and social seems to hold a lot of weight. I have sites that have no more than 5 links but thousands of real followers on social media and that results in a load of referrals from Google.

Also off the top of my head: write meta titles and descriptions, analyse competitor backlinks and look into current metrics on Google Analytics to identify any improvements to bounce rates and visit durations that could be made.

I second this. With just 3 weeks you might as well just take a mini vacation in the middle of it. That is "If" she really is a "gem". If it makes you feel better you can have her make some profiles for your sites as well during this time!

For 2-3 weeks, I guess account creation is the best thing to do (ex. social networking sites).
Find useful resources for SEO strategies like: relevant blogs or forums
Light tasks that is useful for long term purposes.

Anyway, what do you want to achieve in 2-3 weeks?

I suggest that you remove 1 and 2 from your list they are waste of time and may not help your site to rank.

If you only hire her for 3 weeks, my suggestion is ask her to build your Private Blog Network, if you do not have that much budget, you can use free blog hosting sites like blogspot, wordpress, tumblr, and other then build a quality content of each blog you created. Ask her to at least post 3-5 articles each blog then get back link for each blog.

They are not as powerful as expired domain with good backlinks history at start, but eventually when they get some authority they will send quality link to your money site.

But if you have budget, ask her to find good aged domain with good history of back links then buy them and build a blog for each of the domain you acquired.

I hate writing so I'd suggest you to make her write for you a lot of seo content and post it everywhere out there, especially in high pr relevant sites that allows posting and those that are always in the first page, like slideshare, and others.
another thing is to buy some high pr related domains and tell her to create for you your private network, in my opiniom is the best strategy for seo purposes..

I'd train her to do old fashioned link prospecting and start with outreach. Not a quick thing but it'll save you a ton of time long term

I'd say the only useful thing would be to have her gather contact details from blogs/sites in your niche, think of email / twitter username / facebook etc.

Follow up wih stunning content and reach out to these people to make them aware of your master piece.

Other tasks, domain pre-research, setting up domains, perhaps make some decent web2.0's

I think link building shout always be focused on quality relevant links and not just some campaign for 2-3 weeks but an ongoing an therefore continuous effort. Don't forget to ad quality content on a regular basis as well to your website. Google loves activity in my opinion.

Create a blog related to your website. Post helpful article for visitors and create backlink to your website with longtail good keywords.

If she's any good at writing, I would get a lot of really lengthy tutorials for your on site SEO efforts and a few really high quality articles to use for backlinking when you guest post at other blogs. That's about all you will need to start your SEO campaign. The writing aspect of your SEO will cost more if you hire a professional writer, so get that part out of the way first.
