1.) Government links don't rank you any better than non government links

2.) Auto-approved backlinks are either spammed to death now, or will be in the very near future, losing it's backlink power at best, penalizing your website at worst.

3.) If someone had a source where 1.) and 2.) weren't the case, why would they share it with a random on the internet.

This is purely spamming and leads your website or blog into hell..
I suggest gaining back links by natural methods only survive on google SERP.
