Chamber of Commerce Directory

My wife recently signed up with the local Chamber of Commerce. I thought she would get a good link in their business directory, but I realized they are using a redirect, like this:

<a href="?listingid=xxxx&amp;profileid=xxx&amp;action =uweb&amp;url=http%3a%2f%2fwebsite.com" target="_BLANK">Web Site</a>

Does this link provide any value for my wife's SEO? I'm thinking about asking the chamber to adjust their directory to direct links.

Let me see if what I learned here is correct. A pro will be along shortly to critique my answer.

    A) It's a paid link so it won't carry much weight.
    B) It's nofollow so the link itself won't do anything for your ranking.
    C) If actual people use that directory to find your website then it could help your website and your business.

That's weird, the nofollow part is not in the link. For some reason Chrome put that in when I copied the HTML after inspecting it.

Would Google really flag a chamber of commerce directory as paid links?

Good question, I don't know which is why I prefaced my post with that disclaimer.
