I know it's possible to optimize your site for specific countries or even regions, but how specific can you get?

For example, if you have a site promoting offline design services are there any specific ways to give your site an advantage in your local area, say, in Philadelphia?

In other words, can you boost your SERPs specifically for visitors in Philadelphia?

Is that too targetted to achieve? Or does Google already factor in the visitor's location to provide results in the local area?

How about linking strategies? Should you seek to link with relevant sites, also in your local area... or would that make no difference?

Finally, what about local directories and business links that show up so frequently in searches? Are these useful?
