From an SEO perspective you are loosing PageRank by linking out, that will mean there's less PageRank for the articles on your site.

Generally avoid sitewide outbound links unless they make sense to your users. Do you really need a sitewide link to the place you were certified? Would an image (some places have accreditation images) that doesn't link out work as well?

Ok, because i read its good to have outbound links beacuse it gives the searchengines an understanding of what my page is about.

It's the anchor the anchor text of your links in particular that matters, not where they go.

Don't link out for the sake of linking out, if a link has a use to your users link out, if not link to internal pages. Concentrate on relevant keyword rich anchor text of internal links, it works the same way without the PageRank cost.

Always consider your users, quality sites tend to link out to relevant webpages not for SEO reasons, but for their users. If your users consider your site high quality some will link to your site. So it's worth linking out to relevant resources IF it attracts more backlinks by making your users happy.

Link out to 1 or 2 high authority sites in your niche. I would recommend linking to a wikipedia page. This gives your visitors an easy way to learn more if they are newbies.

    Cheers!
