Because it's faster, dynamic and you can install plugins (like Yoast) to help you along. So the reason it would be easier to rank, is simply because you could spend more time promoting rather than fumbling with HTML.

It doesn't matter what platform you build the site on. It depends on how you code it and optimize the on-site SEO.

It technically makes no difference. You need your tagging and code to be correct. Wordpress will help you do this 100x faster if you have none of that skills with their plugins. So, go that route.

I have used Dreamweaver, Xsite Pro and other HTML editors, My Wordpress sites have always done better as far as SEO and getting indexed faster.

Platform does not matter, what you do for SEO is what matters.

It is not sure that which technique is best but it depend on your web site code,used seo rule on starting step and used schema.

Have you ever viewed the source code of a site created by WordPress and another site created some otherway?

Well in my opinion wordpress based site is optimized early; basically it is easy for Google to read and index the HTML of CMS based website instead of Complex HTML based website!

Quility permotion of site is most important factor for ranking but i think wordpress is more familier of google & can get ranking easier than other.

In my Opinion,Wordpress sites would rank better, and bit easy and you can easily change the meta title and description of it.
