Where to Point Edu Backlinks for Scholarship

My company has decided to offer an annual college scholarship. I want to make sure that i get the full value of the edu backlink.
One idea is to create a brand new scholarship page which is orphaned from the remaining website. This page would have all the information and application process for the scholarship. Then I would like 3-4 top pages of my site from this page to pass on the juice.
The other way is that I create a scholarship page then on my home page or any other top landing page I add scholarship information on the bottom of the page.
Then I can ask the schools to link to mysite(dot)com/mypage#scholarship
