Low Competiton Keywords Does Not Rank well

The first thing I would look at is my meta titles because of all on-page factors they are most important. Do you have pages that have a lot of good, on topic unique content and also have these low competition keyword phrases in the meta titles?

I don't think the meta tags are the most important things. I would write unique content rich of keywords. Some SE's even don't crawl meta tags. Some headings, alt and title tags would be a great addition to the content!

Meta tags yes, meta titles no. The title of a page comes first and then the content of the page comes second. You need both for a good quality score, but meta title trumps all on-page factors.

  Meta title, page title, title, all synonyms for the same thing. Not many refer to the page title as the "meta title" anymore, but some of us "old schoolers" still do.

  The meta title (<meta name="title">) was used by some people in the past, but is no relevance for browsers or search engines, so there's no point in using it.

Just create backlink with the said anchor text and post in your inner pages itself. That suffice and help you ranking
