For SERPs, Yelp is stronger than Facebook?

Have heard of Innoculation Services for reputation management.
It seems it requires one to register one's business name on all sorts of entities: Facebook, Yelp, Twitter, etc.

I'm not plugging the guy, I just thought what he said applies to my question.
I found a case where it seems as though Yelp is stronger than Facebook with regards to SERPs :
In this case, the business has a FB page but it is at the *bottom* while the complaints in Yelp are up top.
Why would this be the case? I would think that if I registered my business with FB, Twitter, Instagram, etc. then the SERP would be something like:
=> My listing
=> FB Info
=> Professional Agency Websites
=> Yelp (complaints against business)
=> Yellowpages (complaints against business)
The idea being that what is defined on FB, Twitter, etc. (because it is defined by ME) would show up first before any complaints from Yelp, Yellow pages, etc.
Why is it not the case here?
Regards.
