Ranking higher with quality backlinks (no exact match anchor) vs exact match anchor low quality...

Just curious and how effective this would be...

Let's say there are 2 website on the same niche.

On each website, there is a page about some topic, for example, about buying books. On each site, each page would have an article with 400-450 words.

One website would have backlinks with anchor text "buy books" to that page, but not very quality backlinks and not a lot of them. While another website would have a lot of quality backlinks to its page about buying books, but not a single backlink with exact keyword match which is "buy books". Who would win when it comes to ranking for "buy books" keyword?

Can we really outrank other websites for a specific keyword without actually having a single backlink with the exact anchor text for that keyword, while other websites have?

    The second website would win because Google has dialed down the importance of anchor text in the algorithm. Now, the quality of backlinks is far more important, and quality always trumps quantity.
