How can some brokers sell cheap expired domains?

I have seen some high metrics expired domains selling thread on some forums. They claim the TF minimum 20, no spam and the cost for a domain is $25(just give you the domain name and you need to register, so haven't included the register fee). But still I think it's a cheap price, and I wonder why they sell it for that cheap price, in other sites like domainjawa.com or domainhaul.com the price is much higher.

And why they don't register the domain first then they can transfer it later? If it's so valuable then if you don't be quick so maybe someone will register it right away right?

How can they have a list often updated domains like that while every good domains are bought very quick now?

I feel there's something wrong here(maybe a trick or scam?) But I don't know. Anyone has idea about that?

    Here is what most people are likely doing... Using Scrapebox to scrape thousands of pages from a specific domain like CNN, FOX, WallStreet Journal... They then use a free Scrapebox plugin to go through all those pages and scrape the domains from them.. Next, the use a piece of software like NameChex to go through and check the availability on all those domains. In the end, after scanning and checking thousands (sometimes even hundreds of thousands)..they wind up with hundreds of available domains which have link(s) from really high quality sites like the ones I listed earlier in this post. That will give them decent TF/DA/PA..etc.

    That's one method, anyways

      So you mean the domain they sell is really good because it has huge authority links? No harm at all? And why don't they register those domains and use them. It bring much more profits then just scrape the domain names and sell the list. Don't they afraid of some people will register them before they?

      And how can those domain escape from other buyers? I think every expiring domains are being list on auction and people are ready to spend much money to buy them. It's very valueable how can someone let it escape from the auction status without picking it first?

        They wont register them because they will leave a footprint once they get registered and will mostly become useless for the PBN users.
