I've seen some discussions on this forum about this topic, but I can't seem to find them again.

So my question is, how do some low pr backlinks do better than high pr backlinks?

Thanks.

As I've encountered high PR backlinks are more powerful than low PR

High PR backlinks are more popular get more recognition than low PR backlinks. That's why all the link juices go there. When you have high PR backlinks pointing to your site, it makes it possible for you also to get some recognition and pushes you up the rank.

      Hi blackballarena,

Higher PR backlinks give your page higher PR, but SERP aren't ranked by PR so it isn't the most important factor in getting higher SERP rankings.

So if your goal is to boost your PR then go for high PR backlinks. However, if your goal is to make money then go for links on pages with high traffic that will find what you are offering relevant to their interests.

As far as I know high PR backlinks do better than low PR backlinks. Just that it's hard to get backlinks from high PR sites than low PR sites.

If you forget about pr for a while and think of other things, such as serps, then the answer will boil down to this: relevance & anchor text.
