    NO!
    do not submit your site to Big G until you install a privacy policy otherwise it will be refused, if you do a search on the net you will find one you can use or rewrite to suit your site.

    Once you are approved you can apply Adsense codes to any site you own, but they MUST each comply with Adense Guidelines...

    My suggestions are:

    1. Atleast have 10 original and quality articles
    2. Have atleast 500 words per article
    3. Have a privacy policy and terms and conditions page
    4. Atleast wait 1 month before applying
    5. Add navigation (catefories/topics) to your menu

    Not all new websites are approved by Google Adsense.
    First, you should add some good quality content on your website and only then submit your request.
