Google Keyword Planner is the basic you have to use. I love SemRush, but there are also some free keyword research software like Ubersuggest .
And of course easy techniques like keyword autocomplete suggestions and the search suggestions at the end of the serps.

Google's Keyword Planner does not tell you a thing about the competition.

Here is the truth about the best keyword research you can do, but nobody around here will suggest it because everyone is too cheap to run their business like a real business...

The best thing you can ever do for finding potential keywords is to run an AdWords campaign with a lot of broad match search terms. In that way, you will find more accurate search volumes than any tool will tell you. You will also find keywords that you never thought of, nor would any tool out there suggest.

Sure it will cost you some money to do this, but no successful business out there puts out a new product or service without doing market research. AdWords lets you do market research in a fairly inexpensive way.

Adwords campaigns are also a good way of testing the conversion rate of various keywords before you spend hours optimising onsite & offsite for that keyword.

Google keyword tool will give you traffic estimates but it wont tell you anything about the conversion rate of a keyword which is something you can test with an Adwords campaign.

A while back I created an online chocolates store and was surprised to see that 'chocolates by post' was the best performing keyword - 26% conversion rate.

        Traffic is meaningless without conversions.

Many people fall into the trap of optimising for the keyword with the most traffic which usually has a lot of competition. By using Adwords you can find keywords that convert better and have far less competition.

Google keyword tool is the best and is more than sufficient. It's free, it's accurate (Because Google owns both that keyword tool & Google.com).

While Google Keyword Planner is the most obvious place to start, there are plenty of other options depending on what type of market you are interested in.

For physical products, browsing the products in http://www.amazon.com/movers-and-shakers can give you great ideas as to what new products are becoming popular.

I would use Google Keyword Tool and select Exact Match rather than the default which is broad match. Personally I don't use minimum competition level. What I do is search the keyword in Google and see what other sites are ranking. Then I look at other sites that might be similar to the site I am doing SEO for and then look at the Majestic SEO or AHREFs backlink count and the links pointing to the site.

I don't think there is a best tool, you just have to test them out and form your own opinion. Start with the free ones, then move on to the paid ones if you feel it's worth it.

I quite agree with the others: Google Keyword Planner is one of the best. I personally use LinkAssistant Rank Tracker tool which is integrated with Google keyword planner, so this lets me have my keywords added directly into the project and check all the other stuff without switching from app to app. SemRush is also pretty good these days.
