I have recently done a seo job, there are three language version (english, traditional chinese and simplified chinese) and three currency(USD//HKD/RMB) in one website

for example
Page : ABC.com/product.php?products_id=689

it will split to twelve URL (same content, different lanuage, different currency)

default :
ABC.com/product.php?products_id=689
ABC.com/product.php?currency=USD&products_id=689
ABC.com/product.php?currency=HKD&products_id=689
ABC.com/product.php?currency=RMB&products_id=689

traditional english version :
ABC.com/product.php?products_id=689&language=en
ABC.com/product.php?currency=USD&products_id=689&language= en
ABC.com/product.php?currency=HKD&products_id=689&language= en
ABC.com/product.php?currency=RMB&products_id=689&language= en

traditional chinese version :
ABC.com/product.php?products_id=689&language=tc
ABC.com/product.php?currency=USD&products_id=689&language= tc
ABC.com/product.php?currency=HKD&products_id=689&language= tc
ABC.com/product.php?currency=RMB&products_id=689&language= tc

simplified chinese version :
ABC.com/product.php?products_id=689&language=cn
ABC.com/product.php?currency=USD&products_id=689&language= cn
ABC.com/product.php?currency=HKD&products_id=689&language= cn
ABC.com/product.php?currency=RMB&products_id=689&language= cn

And now my target market is baidu(china), so i should make meta tag in the simplified chinese version, but there are several question

1.the simplied chinese version split into four version (default,USD,HKD,RMB) with
same content , I should make meta tag on which URL?

2.will it cause duplicate content ?

3.there are also tradtional chinese version with another four URL, will it cause duplicate
content with the simplied chinese?

I think the last paragraph of https://support.google.com/webmaster...r/182192?hl=en answers your questions perfectly, especially the part that says, "This is generally not a problem as long as the content is for different users in different countries"

    ... and...

"However, if you're providing the same content to the same users on different URLs (for instance, if both example.de/ and example.com/de/ show German language content for users in Germany), you should pick a preferred version and redirect (or use the rel=canonical link element) appropriately."

Classic case of people just not knowing how things work in the real world.

You don't have duplicate content that google cares about to do anything
      detrimental with.

Why would you do an SEO job without knowing?

The German example has nothing to with the OP question or example.

It's China and Baidu, a completely different animal.

Perhaps a better idea is to research Baidu and China.

Tell your "client" to hire a Baidu and China expert. They both
censor and control search results, as well as the internet.

Since 99% of searches in China are not being made on google,
any reference to google is moot, as well as "duplicate" content.
