1) Using copied content won't rank very well, and could get you penalized, or even banned in Google. The best way to get good rankings and traffic from Google is buying writing or buying unique content.
2) I don't believe Adsense will approve websites with copied content.
3) There wouldn't be a problem with most CPA programs..But, you're going to have a heck of a time getting traffic with copied content.

- Secondly, if i copy post from reputed news portal. is there any possibility to get legal sue from them ?

This is a bad idea to copy the content. Google don't recommend this, for sure your site will get penalized. Instead of copying, you can refer to the authoritative sources if needed. Better develop your own content.

Google don't ban websites for duplicate content. They will only show your pages as complementary results.
To prevent problems, put a link to the source at the end of the article. They will have no problem with this. I don't think they will sue you, at least not without warning to remove the content.

Set US Geographic Target in Google Webmaster Tools.

Here is an example how can we can target US in Google webmaster tools.

Go To Webmaster Tools >> Site Dashboard
Click Gear Icon At The Top Right Corner and Go To "Site Settings"
Tick The Box "Target Users in" And Choose Country "United States" or As You Like.

Why do you want to copy any content? If you can't write it yourself, pay someone else to do it for you!
Google WILL penalize you eventually, and if they don't catch you soon enough, the people you stole the content from will, an they will report you.
But I don't know why I'm so worry about it, Adsense will never approve you anyway if you post stolen content.

pnsmedia, your name seems familiar to me. Where are you from? Bangladesh probably?

Now about your question, the method you are going to use to bring traffic WILL NOT work. Here are the reasons:

1. Contents are already published somewhere else so they have the credibility already.
2. Suppose there is an error on the original source then you are automatically having that error on your site.
3. If you do copy paste their contents then you must provide a credit to the original post, may be at the end of the content on your site. This way you can avoid penalty or sue issue
4. People don't like copied contents or website.

Instead of copying or leeching, you can hire someone to build unique, high quality and error free niche contents. There are good freelancers out there. You just need to pick one!
