If your site is in French then you should be trying to get contextual links from other similar sites in your native language, especially if your English is not that good.

Plenty of other countries speak French n'est pas? they don't have to be from France, and some of these could give you good links.

You can definitely get backlinks from relevant English sites but the majority of your backlinks should originate from French sites. That's how a natural backlink profile would look.

You need a whole array of links from several different types of sites to look normal. If you have a whole bunch of one type of link but not others it might look odd to Google.

I understand that you are trying to rank a new website on your own. As Tim3 had said, social bookmarks aren't enough and may not be helpful in the long run. You just definitely need to put up some great value in your French site first before building backlinks. Get some engagement by joining Facebook and other social media groups and fan pages. Just work on getting links from your french language sites or site that support multiple languages like wikipedia(its nofollow)
Try local citation sources like yellow pages, classified ads, business listing and also try guest post in in french language blogs

It won't give you much link juice as even it's not normal to see a french article on an english website... I would submit only to your native language's websites!
