Using Keywords in h2, h3 tags for on-site SEO

I'm taking a hypothetical keyword since it would be very hard to rank for this.
Lets say I did my KW research, and the KW I want to target is "WEIGHT LOSS". Then I found related keywords such as "WEIGHT LOSS PILLS", "WEIGHT LOSS EXERCISES", WEIGH LOSS JUICES."
So for my h2 tags, would adding those relevant keywords be stuffing? HEre is the example:
h1 - WEIGHT LOSS
h2 - WEIGHT LOSS PILLS
h2- WEIGHT LOSS EXERCISES
h2 - WEIGHT LOSS JUICES
Or would you do the following?:
h1 - WEIGHT LOSS
h2 - PILLS
h2 - EXERCISES
h2 - JUICES
This second version seems cleaner, but doesn't feel like you would target the relevant keyword as easily.
