Why in the world do you need to get to such a number?

Bookmarks suck. Blog posting sucks. PR sucks unless you actually have something newsworthy to discuss.

Okay, serious suggestion. Tell your client no.

You are not going to build 3,000 high quality links in any simple manner.

Why is your client telling you this? If they hired you to do a job they can't then why are they telling you how to do that job?

What's even more puzzling is why you are coming here asking how to do it like it's actually a good idea...

A crappy product or service by people that disappear from the forum for a long period of time to make it look like they were working on something so when they come back you will want to click on their crappy product or service link

I know it's not a good idea. But I said earlier that client is aware of the consequence. So I need expert advice to convince my client.

You have been given it. The idea sucks.

If that is what the client really wants to do, you should tell them to find someone else.

    You don't.

It would be nuts to do so.

Get a much lower number and get some good links.

As it is a client, advise them of the risks to make sure they are aware.

Client already aware of this problem of huge link building in short time, but he wants this at any cost(He can spend money and buy good links). Any suggestion...?

Figure each of those "high quality" links since you want them quickly are going to run you $50 a piece. Whether you build a PBN or buy them from someone.

Or 30 minutes of time, give or take, per link. You need 1,500 hours of work labor or $15,000 to buy links.

So much backlinks in a week is not good for a site, you can create 10000+ or more backlinks in a day with GSA easily which may harm any site.

However I found this article that the value of link building is getting lower day by day: Why Link Building Is NOT the Future of SEO

You can give your client the above reference to convince him.

I've got nothing to add to the observations above. Indeed, high quality in such a vast number would require something like a world-class link-bait going viral. Yes, you can easily do the sort of crap links that were proposed in the OP.

With this kind of misplaced expectations I suspect that the client will be a royal pain in the back, and asking for other things that are impossible. For example, a full report on those backlinks.

It's not a good article, but I don't see where Neil Patel says anything even remotely close to what you're saying above.

Neil Patel is a known non-SEO that tries to weasel all sort of stuff under the banner of SEO. Usually his posts are about "social signals". This one goes from the hyperbolic title to "by no means am I saying that you should ignore SEO". Well, if you do content marketing, then maybe your focus should indeed be on the content and the UX. Duh.

I guess it's good if the client comes to his/her senses even if the reasons are sort of poor.

Links in signature will not help your SEO. Not on this site, and not on any other forum.
Who told me this? An ex Google web spam engineer.

      What's your excuse?

When potential clients start telling me what's best that's when I hit them with my patented "As a client. I don't think you would be a good fit for us." Speech I cultivated especially for stupid idiots.

It gets right to the point and only lasts about 10 seconds total.

Of course it's always followed with about 5 seconds of ear splitting silence on the former potential clients part. It's hilarious how they start sputtering incoherently as they try to start speaking after they regain their balance.

To this day I've never let a client tell me what they need. They try that and I tell them no dice. Go the F away. My time is valuable.

3000 high quality back links in a week? Get some nude pictures of Bruce Jenner doing a miniature Mexican Donky. Write an article about it with the pictures included and post it on your clients site. Then contact Matt Drudge with the link.

    You're welcome.
