It's incredibly common for people with two sites to recommend their other site to their readers, and Google would not try to punish you for this. Just don't expect the link to make much difference, especially if they are on the same IP. Although you should link it anyway. There are probably a number of readers on your tech and games review site who would enjoy playing some flash games, and there are probably plenty of people playing those flash games that would have an interest in a tech and games review site.
