  Has to be because they stopped accepting new articles.
  
  If they're not accepting new ones, they can't be deteriorating in terms of quality, therefore, it's a really good site to submit articles to. Don't you see?

Don't bother with such methods anymore is my best advice. It's outdated at best, and if you post on penalized article directories you'll potentially get penalized too.

Why are you looking for high PR article submission sites? Any article submission sites worth getting a link from either won't allow links or will make all links no-follow, making them useless for link building, which makes the PR of the site redundant (ignore the fact that PR has been redundant for years now anyway).

Your knowledge is not good, then. Ezinearticles links are no-follow, hence, no good for SEO, for ranking a webpage in Google.

Actually, you don't need to use many platforms. Just make blog on blogger and start posting your content. Remember, don't paste same content on multiple websites. I am using blogger and believe me it really works.
