Auto Search Engine Submission & Bulk Ping Service - Worth to Try for New Sites?

Hello members, I have found a site that provides auto search engine submission and bulk ping service - BulkLink.org | Multi URL Submission Website – Free Backlink Generator, Search Engine Submission and Bulk Ping Service
I personally don't like automated service or tools but I was thinking is it worth to try for new sites? I mean if a website is new and that has no backlinks and not indexed in search engines, there's no risk for Google penalty right? After submitting the sitemap in Google Webmaster tool if ones immediately take advantage of auto search engine submission and bulk ping service then what worse could happen?
What do you think guys? Can I use such services for new sites?
