Please do yourself a favour, don't buy backlinks. Google and the search engines are way smarter than you think. You'd just end up wasting money.

Moreover, even in the extreme case that you get any form of result, I can tell you for free that that result will be very temporary before Google will catch on with you and slap your site.

Also if you get caught in a backlinking scheme it hurts the work and time spent working with your websites

Buy backlink is an option but you need to know which are good and bad backlinks before use their service.
Example: you can use guest post service at authority site and use good PBN for tier-2 backlinks. You shouldn't use mass backlinks service, most of these backlink will not index and it will hurt your website.
Any business has risk so you need to examine and chose the good SEO services for your website.

The approach you are taking while building/buying links is completely wrong. You should not set a fixed price for a backlink at the beginning itself. Rather you should first check the domain metrics and then calculate the pricing. It is very important that you check the domain metrics before buying any backlink.

I recommend that you don't buy backlink because Google always implicitly to track the purchase and sale of any valid Backlink. Google has also previously warned that any attempt to purchase Backlinks to improve website rankings are violating their principles, Google will handle the website from reducing the quality of Backlink at the website until sanctions reduce the ranking or worse is that website deindex (on the last update Panda and Penguin).
