Are multiple cities allowed on single page to rank locally?

Hi everyone, i have a question about local SEO.
I see some people use multiple cities within a page to rank for each city. From what I'm reading this is a bad practice, but so many people still do it and are successful.
i want to rank for my keyword + the surrounding cities.
So can i do this?? (keyword + city1 + city2 + city3)
for example, on page:
When looking for the best plumber in the tampa, st. petersburg, and clearwater area call.. <bolded words are targeted keywords
How do i go about using multiple cities on a single page, is this possible? or do i need to create pages for each city?
