what the best way to learn ppc for CPA

I want to learn ppc for CPA. I plan on out sourcing this process as soon as possible but really i want to use the ppc for testing cpa offers before I pass them on to my outsource team. Setting up a landing page and optimizing it for best conversions it is part of their package. Is there a decent WSO on this ive had a look but nothing seems to jump out.
