I have seen many times that for local search terms, websites like yellow pages, yelp rank on first page. But checking their on page and off page optimization, its not such great. Can anyone explain how they are ranking on google?

That is not why. It is because of the internal link structure throughout the site, especially in the case of Wikipedia, not to mention that Wikipedia does some really crafty, but incredibly simple, onpage SEO.

The Wordpress theme that Yukon just put out there mimics a lot of Wikipedia's site structure.

What crafty, simple, onpage SEO do they do?

            Thanks!

It is because of both, relying on either one is not sufficient. (e.g. only domain authority with BAD inner linking, or only good linking with literally no good links to the domain)

I'll leave out the definition of 'good' links since I'm pretty sure you already know what I mean.

Yelp has 4 million backlinks, Yellowpages has 2.2 million.

    That's how they're ranking.

They're mainly focusing on LOCAL search result and also ranking for local keywords such as Home Maintenance in CA. when you search like that search engine first look over the local listing site because the are made for local business and also they've millions of backlinks.
