It's not required, but some SEO techniques will help lower your CPC and up your quality score -- matching the keyword you're bidding on to the keyword on your page being a big one.

SEO has zip to do with PPC. In fact, it almost the opposite.

You want to take people to a page where they can buy
exactly what they are looking for, on that page, with little
effort to actually find it on the page. You also need to follow
the adwords (if that's what you mean by PPC), which is
        contrary to SEO.

One of the biggest tricks (and I don't give these out often) about
adwords, is the url to use. Many people now have a domain that
has no keyword in it. Bad idea with adwords, IMHO. So to overcome
this, use a subdomain. That is if you are going for green shoes, and
your domain is happyfeet.com, then put a subdomain out there
like green-shoes.happyfeet.com. You can forward the url you use
to ANY page on the domain while using adwords. You don't need people
landing on that exact page. This looks good in an ad, words get bolded, etc.

PPC is the polar opposite to SEO.

NOTE: I did not say that using SEO and PPC on the same page was a "bad"
idea. But if you are doing SEO and PPC, you might do some other page
that you are not trying to get organic traffic with, and optimize it for PPC
        using strict adwords guidelines.

You can point ads at a basically blank page if you want to. That would be stupid, but you could.

Onpage SEO factors have nothing to do with PPC.

Do you know when using paid traffic keywords the search engines can use those in favor of your site and your desired keywords? search+your site keywords+visitor=success for your site. You are also losing out on organic traffic that will start coming with a properly structured site, keywords, ect.

Well no, since you won't be relying on organic traffic from search engines.

Only very basic on page optimization is enough for all websites such as title, meta keywords, meta description and all whereas, you can do off page optimization in more in number to achieve higher SERP rankings.

I will suggest you to do ON page first as it will help you to optimize your website as per SEO rules. Without On page your website won't be ranked easily and you won't get the traffic you are looking for. So, your PPC campaign also won't be of any use if website is not On Page optimized and it won't get any traffic as well.

If you'll be buying PPC ads (Google Adwords or any other PPC ads network) then on-page SEO is NOT needed. On-page SEO is needed only for enhancing organic search (or say, for bringing in free traffic via search engines). It helps ranking your website pages on search engines. Just apply basic On-Page SEO to your website and you are good to go. Setting up your website tags: title, description and properly formatting headings will not take long and will only do good. Again it's up to you.

In case of PPC, you will be in a sense by-passing all that rat-race (trying to conquer organic searches).

Seeing as good on page SEO if often closely aligned to overall 'good practice' you may well find you'll optimise your on-page almost by accident

But if your landing page is a hideous mess of repeated H tags and is set up purely to YELL at visitors then you may wish to have a think about what impact Google indexing that page may have on the rest of your website.

If you only want run your site for ppc then not so much necessary but if you want rank your site on search engine then on-page so much effective for seo. Well Structured seo on page can rank your site without off page .
