Use robots.txt or noindex in the page head section.

If it's a live site, you should not remove it from Google. However, if you're not careful dev sites may leak to Google.

Who told me this? An ex Google web spam engineer.

    What's your excuse?

  • First of all, To de-index any URL from Google, Keep in mind that you must have administrative access to that site. If you have administrative access then You can move forward.
To complete your task, If you have administrative access then You can add your site to Google Webmaster Tools easily because You will have the administrative access.
After getting into Webmaster Tools, You can use " Remove URL's " option to deindex those URL which you want.
Or you can also do so with the help of your sites robots.txt file editing.

You need to request the site's owner for the access.
