Hello,
I am a new user in this forum.

I have clients whose websites are in Dutch. The clients are not willing to setup blogs in their website. In this case, where can one post content to do SEO? The contents will be in Dutch.

You do not need a blog to add webpages to a website.

The website is already built. But for the SEO of their services/products, they are not will to setup the blog.

That's okay. Most sites do not need a blog.

Since the website is in Dutch, there are not much opportunity to build quality links.

Sure. But there is also less competition, so that really does not matter.

Live with it. If you can't fit the content to the site you need to come up with something else. I'd look into rewriting the content to fit the site, and/or trying to negotiate for an external blog.

If that fails how about posting that content to some legitimate external site?

Links in signature will not help your SEO. Not on this site, and not on any other forum.
Who told me this? An ex Google web spam engineer.

        What's your excuse?

Web 2.0 creation & posting is also a great way to build high PR backlinks for your site.

Web 2.0 posting is not building high PR links. It is building PR n/a links. You are selling snake oil there.
