Hiring an SEO Agency

Hello, so we have always had great success with our seo however as we have got busier I have run out of time to continuously update all the sites getting them top of google and ensuring they stay there.
With that in mind we decided to take the step to hire an seo agency. Our biggest concern as with anybody hiring an seo agency is 'what if I dont go top', I know I know probably the most hated question by an seo firm but with us target one very specific hard to rank search term (again i know not the best thing to do) it really does depend on exactly where they are able to rank that search term.
I am not sure this is the right place to do this but thought I would ask for advice regarding hiring a firm, what to look out for? Any recommendations?
We are targeting a large UK city for wedding photographer, for example Manchester Wedding Photographer. We have asked them to rank an inner page eg domain.com/manchester/ as we already have quite good results with our homepage and what we try to target.
The price quoted was £250 per month (5 hours) for between 3-6months work. This seemed to be the average price when I enquired to a few firms a few weeks back.
Finally reasons for choosing their company, while they didnt rank top of google, I liked their website, again understand not the best way to choose but aesthetics to us is very important and we are very put off by a lot of seo companies where the page is full of text and backlinks. Plus the person emailing was the first to reply, offered advice and generally seemed like a nice person.
