    Quality Link Building Website:
    Prweb.com
    Prlog.org
    Freeprnow.com
    Freepressindex.com
    Briefingwire.com
    i-newswire.com
    pressreleaseping.com
Those are not "quality link building website". Those are press release sites.

    Some Web 2.0s sites:
    Sites.Google.com
    Wordpress.com
    Blogspot.com
    LiveJournal.com
    Tumblr.com
    Diigo.com
    YolaSite.com
    Buzzfeed.com
    Jimdo.com
    Wix.com
    Edublog.org
    Digitaljournal.com
    Storify.com
Web 2.0 sites are not SEO tools or resources. They have nothing to do with SEO.

    SEO package ordering site:
    Fiverr.com
    Seoclerk.com
    LinkAuthority.com
    PosiRank.com
    Rackascend..com
You mention quality link building in your opening and then you list these? The last two... maybe.. but very debatable. The first 3 provide nothing but spam.

    Quality & Unique Contents Outsource:
    Textbroker.com
    iWriter.com
    odesk.com
    elance.com
    Ineedarticles.com
    EbyLine.com
iWriter is godawful. It is the last place I would order content from. Total trash. I have not used Ineedarticles yet, but I heard they are just as bad. The rest will be hit or miss.

Link building software (Caution: Don’t point directly to your main ranking site)
    Scrapebox
    SENuke
    GSA
    Magic Submitter
    Rankwyz
SEnuke should never be mentioned anymore. Nor should Magic Submitter. They are hugely overpriced for what they do. GSA does it all at a fraction of the cost.

    SEO forums
    Warrior
    Moz.com
    SearchEngineJurnal.com
    Backlinko.com
Warrior is not an SEO forum. Not anymore. This is literally one of the last places I would tell anyone to go if they want to learn SEO. Moz is full of mostly BS. Some of their tips are great, if you are working with multi-million dollar companies. For the average website, probably best to avoid about 90% of their content.

      1. Press Release with High PR = Quality Tier 1 Backlink.

      2. Web2.0 can become good resource for SEO if use correctly. Web2.0 = Buffer between mass link and your main site for ranking.

      3. First 3 is used with buffer of course, but had you tried most of them, the offer is not provided by the company but individual, there are some really good guys that you probably missed up.

      4. Lots of marketers had good success with iwriter, textbroker etc. Again, there are so many writer out there, the one you hired didn't do well for you, doesn't means all, you are indirectly criticize all those professional writer in there.

      5. I personally never use any software, but some people having good success using those software with buffer.

      6. I do saw some SEO expert comments on post and giving idea in SEO section, some might be just basics but it helps.

I do appreciates your comment though. Any good tools and resources you want to share? =)

I agree with Mike and would add:
      1. noggin in working order as a tool.
      2. Books by Dan Kennedy on marketing and selling (or anyone else like him and on his level).

OP, which of the tools on your list do you use and what results did you get?
What's your definition of great results?

I ask because, like I said, I agree with Mike: no great tools... but, maybe, I have a different definition than you of 'great.'

Anyway, when someone recommends something, the recommendation is meaningless without background info.

I am using above tools and resources to rank some of my keywords to first page in Google, much better than the local SEO specialist that I came across which cost several thousand. Anyway, this is my personal experience and success only come if do well in term of keyword research, competitor analysis, link building and quality contents. Just want to help if those experienced the same as me, will post a documentary of the process and result when I have time to do so. =)

I'm not quite sure who benefits from this list. Except for the first part everything is sort of dubious, and requires quite a lot of knowledge on how the web works.

Especially "SEO packages" and "Quality content". I have to agree on iWriter, it's just hopeless to get something decent out of that site.

Links in signature will not help your SEO. Not on this site, and not on any other forum.
Who told me this? An ex Google web spam engineer.

    What's your excuse?
