It's kind of a crazy idea.

You literally have dozens of keywords and phrases on each page.

Not sure why you would care about an exact match.

Google never said anything about anchor text, except in forum
      sigs.

Now I do not say anchor text does not matter. It does. A lot.

Many people find they start ranking for an odd number of things,
just because they put certain words in their anchor text.

BTW, your keyword(s) are in both of your examples.

        Hello

Yes i know the keyword was in both examples,

I was asking if it would count as an exact match keyword anchor?

or would that be a longtail ?

You got the answer, accept it. It's true: it's not an exact match.

window review=exact match anchor... Add anything to it, and it's not an exact match.

It really works like with physical things. An exact match means 100% match.

No, it's not a long tail. Yes, it's a long tail.

Long tail has nothing to do with the length of the keyword phrase (though, by coincidence, long tail keywords tend to be long).

It has to do with how many times a keyword is used in searches.

DABK is a long tail. And, like your long tail, useless, nobody uses it.

The long tail keywords are called long tail because they're in the long (not tall) part of the graph that shows you keywords and how often they are used. (six pack abs would be in the tall side; how to get six pack abs quickly is in the long part; how to get six pack abs quickly and painlessly is even farther away from the tall part.
