Local SEO: Two businesses using one addresses. Will a suite # fix the NAP consistency issue?

I have a client who's an orthodontist who also provides pediatric dental services. I provide SEO services for his orthodontic practice. Just a couple/few months ago I picked up the work for his pediatric dental business. The problem is, the pediatric dental portion of his business shares the office with this orthodontic practice, same address, different phone number.
I noticed that his orthodontic rankings started to tank when the other seo started to make their push for his pediatric dental practice locally. I'm almost certain the NAP consistency is causing this issue.
My question is, what's the best way to go about solving this problem?
Can I just give each business a suite number and fix each NAP listing across the web?
Have you seen this tactic work and rank?
Or just wipe every listing I can of the pediatric dental citations since Google's TOS says "only one business per address"?
