Impossible sales method?

Hey guys couple quick probably easy questions for the experts. is using PBN's nowadays to risky? Is their any trick to rank a site very quickly? I know modern SEO should be based on Providing valuable content and building natural high quality backlinks however the reason im asking a question is from a technique I herd of selling witch I don't really agree with but let me know what you think. the process goes like this.... Telling a potential client you'll get their site on the first page within 2 weeks, after they see that proof you then sell them on your price for them to continue....
I believe I saw this on source tv on youtube. to me this method seems disastrous. how can you guarantee someone you'll get their site on the first page before they start paying? id like to hear some thought and if anyone else has seen the videos im talking about. The guy explaining it seemed to be pretty popular. now im still learning and haven't ranked anything yet but id like some insight. thanks!
