Over here in Nigeria, there is a highly rated blog, a free blog, that get's all the traffic.

It's Nigeria's No 1 celebrity blog running on blogspot.

www.lindaikeji.blogspot.com

you can check alexa for prove.

How can one out rank this blog and become No1.

I need expert knowlegde of how to at least come close...

That's not a proof. They might have legitimate traffic, or they might be just inflating their Alexa stats to scam advertisers.

What are they ranking for? How did you measure that they're ranking?

Nope...

That blog gets heavy traffic, honestly and BIG brands in the country pay the owner SERIOUS money.

When you check the top 25 most visited sites in Nigeria, that blog is about 9-12 in position. I can't remember the exact position.

It has been in existence for over 8 years.

Surprise that such blog is on blogger?

Targeting social media in one streamlined fashion is one of the best approach to get the blog outrank in the internet. Think from the user perspective. Who all are your target audience and what all are their requirements? More or less, there are some of the objectives that keep a legitimate importance in the approach to get the things inline and make out the outcomes flow successively.

Having taken a very quick look at it I'm amazed it gets any visitors, or perhaps I should refine that statement. I'd be amazed if it much much in the way of any returning visitors.
It's a mess and it seems that the only thing the webmaster is interested in is cramming as much advertising onto the page as possible.
I really think you could take this blog on and get as many, if not more visitors as it does. Just do it on your own hosted site.
As for how you do it, well there are hundreds of threads here about setting up sites, SEO, traffic etc. A bit of research will help you make a start.
