Have to agree with this, Web 2.0's are quite powerful if used as a blog and can act kind of like a PBN network if you utilize enough of these. For example 2 High authority Tumblr accounts and a weebly account can find you getting a real boost if the Links to you website are contextual.

Be sure to mix with anchor text diversity such as branded anchor text, naked url's and LSI anchors.

Yup Jessica is right.

If you will search you will find lots of free linking websites like Social bookmarking sites, Directory, Article, Blog 2.0 and much more. But for all you must have compelling content as we all know content is the king in SEO. Another thing you can try for some advanced techniques for SEO like broken link building and email outreach for building links. Building links also depend upon your website theme.

Tip:
If you want to see effective and positive changes then you must have links with different domain and with different IP. I saw that websites for which Different IP used for building links are higher in ranking rather than other websites.

Wikipedia has nofollow links, and it might be nearly impossible to get to DMOZ because they seem to have no category moderators for much of the directory. Not the best advice.

Getting something valuable (authority backlinks, SEO, legitimate/meanigful traffic) for FREE needs some work. I can think of 3 very legitimate and natural ways to get other high rank website include your site's link:

Register in HARO. HARO's full form is Help A Reporter Out. You will receive per day 3 emails (in morning, mid day and evening), where news personnel or reporters look for stories in different niches to cover news for high PR and high ranking authoritative sites like Mashable, Huffington Post. Check your niche specific article they are looking for and send them your pitch with your link. If you will be published, you will get awesome backlinks from authority and high PR sites, boosting your site's rank, visibility to search engines as well as traffic.

Check which article titles are popular now. Then write a better one. I mean really thorough and indepth one compare to some other which are existing. Then ask those article owners (sites with higher rank than yours) with a simple email like:

Hi (other site owner name)
I was reading around (site name) today and came across your article: (article name/url).
Great informative stuff!
Actually, I just wrote a thorough and in-depth article on (your article topic/url).
I’d be delighted if you’d like to check it and consider mentioning it on your page.
Either way, keep up the excellent work with (other site name)!

If they will put a link of your page in their higher rank site, your site's credibility will be boosted in the eyes of search engines, bringing you good rank and traffic.

Broken or dead link building: Install Chrome plugin "Check My Links" for broken link check. Put a search query and run this plugin. This will highlight in red any dead link. Now if you have a good article to replace that dead link, then contact the site owner informing the dead link and request if they would like to replace with your awesome one. IF they do, you gain a natural link.

Do keep in mind that you need to have something sort of newsworthy for this to work. Journalists are busy and trying to take shortcuts, but they're also constantly bombarded with all kind of worthless drivel. I know companies that have interesting topics, and it's not usually that hard for them to get mentioned in the press. It's not as good for SEO as this writer makes it out to be, but it's not worthless either.

Journalists often "forget" to link other sites, at least in my home country. Also, you're getting a link to one of their thousands of sub pages which is often only linked from the archive after the day of publication. That particular article may never get any backlinks on its own. Again, I'd take that any day of the week, but it's not a silver bullet.

Thanks, nettiapina, for some additional insight. Indeed, one has to write really good pitch and also to check for which site it will be published. I've seen some published news (CEO blog nation I guess it was) where an article featuring pitches from 30 other new entrepreneurs/small businesses with the links to their sites.

A company I work for got a press hit from one of the largest national business magazines for basically having an interesting angle to webinars have been very common for years. These stories don't need to be earth shattering. The writing part did involve a PR agency/freelancer from early on, so there was a trained journalist taking part in the process which helped a lot.

Hi,
You should choose those sites having good domain authority. For the most part Google will ignore a lot of your links, and will reward any site with domain authority, based on the ‘quality’ of the links you have managed to have pointed at your site.
off page parameters are more important to build good quality backlinks.
